Decongest, by fees and public transport
New York is now charging cars for congestion in Manhattan, becoming the first American city to do this. Similar systems are already in place in cities like Singapore, London and Stockholm. The funds from the charges will be used to improve public transport. Other US cities are observing New York's implementation closely.
